Comments:  At first glance you would include this coin in the toned coin section, but the more we looked at it we decided to exclude it because it really has no spectrum and the dirt overshadows the color and makes the color cycle almost undecipherable.

 

We also would place this one near the bottom of the grade because of a lack of eye appeal.  But the black and white image below shows that PCGS got it right and the obverse isn't quite as bad as it looks.

 

The reverse is much better and confirms if not elevates the grade.
