Comments:  This coin retains a lot of reflectivity in the fields, but not enough for a PL designation.  But it does have some  nice cartwheels.  Unfortunately it has a number of significant marks on the face.  The fields are cleaner and speak to a higher grade when considered alone.

 

The distinguishing characteristic of the "Flaky Eye" is easily seen.
