Comments:  Sometimes you see a coin that just looks wrong for the grade, and this is one of those.  We believe it to be uncirculated, and maybe the toning just obscures enough detail to make it look wrong.

 

Much of the detail on the devices appears to be flat to poorly struck.  There are no really bad bag marks, but it just is not an MS 63 coin in our book.

 

We did not include this coin in our toned coin section because of the limited variation and much of the toning seems to have been washed or wiped away.
