Comments:  We have no issues with this being a grade 04 coin.  It clearly has too much detail remaining to be classified as an 03.

 

When you get down to a grade 04 coin or lower you are praying for a straightforward VAM, and this is one.  The VAM 8 is distinguished by a normal obverse die and just an "O" mint mark tilted right.

 

Other distinguishing marks on this coin are long gone, if there were any.
