Comments:  This coin seems to us to be on the lower end of grade MS 64.  There are enough distractions in the form of small scratches on the obverse to hurt the eye appeal.  The reverse is better and almost free of significant distractions.

 

The doubling at the top of the flag on the right 1 is definitely visible on our enlarged images.
