Comments:  As the photographs show this is a dull and rather unremarkable coin.  At first we thought it might even be graded as low as AU55 or AU58.  But looking at the coin under magnification it is obviously mint state.  But something has dulled the surface and made the coin less reflective than normal.

 

All of that said, it has few bag marks and once you know it is mint state the slotting at MS 63 seems right.  It definitely looses some style points for the surface.
