Comments:  Many of the proof-like coins in this series are VAM 28, indicating some bag or bags of them were set aside and never made it to circulation.  This is a nice coin, but not more than the grade.  While there are no major bag marks, the fields in front of Liberty's profile seem to be scuffed and lost some reflectivity.
